LVA is extremely happy to have received the Planning Inspector’s decision allowing outline planning permission for 5 self-build dwellings on its site at Marston Lane, Frome, Somerset.
In reaching a decision, the Inspector concluded that despite the scheme conflicting with the locational and spatial strategy of the development plan, the provision of five new self-build dwellings where there is good access to services without the need to rely on the private car, as well as economic benefits through the construction of the development and support for local business through an increase in the population of the area which would result from the development, should be attributed significant weight in the planning balance.
It was found that the Council’s initial reasons for refusal surrounding whether safe and convenient access to the site can be achieved, the effect of the proposal on the character and appearance of the area, and the effect of the proposal on the living conditions of the occupiers of Whitemill with particular regard to any overbearing effect, would not conflict with the relevant planning policies. A partial award for costs was granted.
